Jerusalem Society for the Prevention of Cruelty to Animals The Jerusalem Society for the Prevention of Cruelty to Animals (JSPCA) was founded during the period of the British Mandate and is currently Jerusalem’s largest animal shelter organization.  We run both a shelter and a veterinary clinic. The shelter in the Atarot industrial area of Jerusalem has been in operation since 1970.  At any given time the shelter houses up to 300 cats and dogs, primarily cats.  The shelter runs a spay/neuter clinic, which is a joint project with Spay Israel.  This is done twice a week, when a veterinarian comes to the shelter and spends a full day (8 hours) doing the surgery.  On average, approximately 50 cats per week are spayed and neutered, primarily streets cats, at a much reduced rate.  Private spaying and neutering is also done, at a higher cost, though still below the standard full price.  A trapping service is also provided to bring in feral cats for the procedure. We never refuse an animal if it is hurt, or in a dangerous situation. Our shelter is a rescue shelter:  All animals are checked by our vet, vaccinated and sterilized before adoption.  We help with socialization and leash training to improve their chances of finding a home. Since many animals will spend several years with us, the dogs are in large open air yards allowing them to live relatively normal lives, and the cats are free ranging.  Our shelter is generally filled to capacity. In addition, the JSPCA has a veterinary clinic offering 24-hour emergency services, in Talpiot.  It is operated as a private clinic and offers low-cost medical care for the pets of Jerusalem-area residents.  However, treatment is also provided to abandoned and stray animals at even lower fees, and this has become a greater than anticipated function of the clinic, thereby greatly reducing our profits.  The clinic is open 24 hours a day, seven days a week.
